The cruelty is the point, to quote a recent article on government policies about homelessness. Even those that aren't being deliberately cruel, aren't going out of their way to show an ounce of kindness, like you suggest, because they know they'd be reprimanded by higher authorities if they did.
And it says that the sociopaths have won, and are making the rules now.
